The Union Home Minister Shri Amit Shah presented medals to the brave officers and personnel of the Border Security Force for their indomitable courage, valour, gallantry and outstanding service at the 18th Investiture Ceremony of the BSF in New Delhi today. The Home Minister also delivered the Rustamji Memorial Lecture. A documentary ‘Bawa’ on Border Security Force was also screened on the occasion. Union Ministers of State for Home Affairs, Shri Nityanand Rai and Shri Ajay Kumar, Union Home Secretary, Director General of Border Security Force and other senior officers also participated in the programme.

Paying tributes to the First Director General of BSF, KF Rustamji, the Union Home Minister said that it is only because of the sacrifices made by martyrs of the Border Security Force and other paramilitary forces of the country that India has been able to make its proud presence on the world map. Praising the Border Security Force, he said that the mere mention of your force strikes chill among the enemy and because of this our democracy is marching ahead on the path of development. Shri Amit Shah said that India is consolidating its place on the world map, and in this endeavour your contribution is very important and in the frontline. The Union Home Minister said that those martyrs, the braves and warriors can never be forgotten who even today, whether the temperature is -45 degrees or the heat of 45 degrees, be it the borders of Ladakh or the heat of the desert, whether it is the riverine territory, streams, forests or mountains on the eastern border, BSF and all our paramilitary forces are devoted to the task of border security. It is due to them, India today is registering its proud place on the world map.

Shri Amit Shah said that late Rustamjiraised such a force which has created a great pillar of fame with their sweat, dedication, hard work, vigilant and sacrifice which is evident in the secured borders running across thousands of kilometers. He said that After the 1965 war, the seed sown of the Border Security Force with 25 battalions in states on the border areas, the BSF has today grown into a banyan tree and this force, with a strength of 2.65 lakh soldiers, is providing security to the country.

The Union Home Minister said that BSF has established a tradition of supreme sacrifice. He said that just six years after establishment of the Border Security Force, when all kinds of human rights abuses were happening in the then East Pakistan, unimaginable tortures were being committed, and when the situation became unbearable then in that situation India took the decision and BSF jawans played an important role and today Bangladesh exists on the world map as an independent nation. Shri Shah said that be it in war time or peace, the BSF jawanshave always left no stone unturned in the performanceof their duty and as a result of this the Border Security Force has been decorated with many gallantry awards.

Shri Amit Shah said that since a long time, we have always been in a critical situation having to secure a coastline of about 7,516 km and a land border of more than 15,000 km and it was the time to pay attention to a structured border security, but for a long time there was no comprehensive policy. The Union Home Minister said that when Atal Bihari Vajpayee’s government was formed in the country, thistask gained momentum. For the first time in Atal ji’s government, the principle of ‘ One Border, One Force’ was approved and a structured blueprint was started and each Force’s responsibility was fixed.

The Union Home Minister said that the Modi government has given priority to the work of infrastructure on the borders. He said that if we make a comparative study, 3,610 km of road length was constructed during the years 2008 to 2014 while 4,764 km road length has been laid during 2014-2020. Similarly, the budget for road construction increased from Rs 23,000 crore during 2008-2014 to about Rs 44,000 crore during 2014-20. He said that it is the vision of the Prime Minister that unless the basic infrastructure of the borders is improved, there will be migration from there and eventually it will become very difficult to protect the uninhabited borders.

Shri Amit Shah said that during the year 2008 to 2014, 7,270 meter long bridges were built while it doubled to 14,450 meters during the years 2014 to 2020. During the year 2008-14, only one tunnel was constructed, while between 2014 and 2020, six new tunnels have been built and work is in progress on another 19. Listing out another important data, the Union Home Minister said that to fill the gaps in border fencing, the Modi government removed the bottlenecks by opening lines of communication. He assured that by 2022, there will be no remaining gaps in border fencing. He said that only this three percent gap leaves possibilities for infiltration and renders useless the remaining 97 percent of fenced border.

The Union Home Minister said that the Modi Government has undertaken several schemes for development of Border Areas and to check migration from theses remote areas. For this, Border Development Projects worth Rs.888 crore have been initiated during a two year period. He said that the Modi government has done the work of assigning all paramilitary forces as nodal agencies. He said that a Border Areas Development festival, ‘Seemant Vikas Utsav’ started from Kutch in Gujarat. Under this programme, the Sarpanches and Tehsildars of villages adjoining the Kutch borders were invited and issues regarding their development were identified. This will definitely lead to development of villages and stop migration from there. Shri Amit Shah said that the government has ensured better infrastructure to the border areas, developed the villages, provided a good work culture to all the paramilitary forces, understood their needs, filled the vacancies there and moved ahead with a well-planned strategy.

Shri Amit Shah said that prior to the Modi Government, we did not have a sovereign Security Policy and whatever policy was there, it was influenced by the Foreign Policy. After Modi Government, we now have an independent Security Policy. He said that without an effective Security Policy, neither can a nation develop nor democracy survive. Shri Amit Shah called upon the Security Forces to make efforts that will check migration from villages located in the frontier areas because it is our responsibility to ensure all development schemes reach these areas and migration stops.

Shri Amit Shah saidBorder Security means National Security and a country whose borders are not secure, that nation cannot remain safe. Referring to the challenges like infiltration, human trafficking, cattle smuggling, arms smuggling and drones, Shri Amit Shah exuded confidence in the vigilance of the paramilitary forces of the country and their ability to adapt to changing environs and said that by overcoming all these challenges, we shall secure ourtborders.

The Union Home Minister said that the Border Security Force has done a great job by detecting many tunnels and undertaking their scientific analysis. He said that our campaign against the growing threat of drones is very important today and to check it, the DRDO and other agencies are working on indigenous technology and border deployment will be reinforced soon with the deployment of indigenous anti-drone system.

Referring to the achievements of the security forces, the Union Home Minister said that the BSFseized narcotics worth Rs 15 billion, gold and silver worth Rs 4.5 crore, killed 15 terrorists and apprehended about 2,000 terrorists and infiltrators. He also cautioned against the looming threat of cross-border artificial intelligence and robotics technology and stressed upon the need for a long-term plan to tackle it. Shri Shah said that the security forces have also done a very good job in the anti-Naxal operations.

Shri Amit Shah said that a series of hackathons on topics like Detection of Electronic Devices, Detection of Tunnels, Portable Encrypted Tactical Mobile Communications and Anti-Drone Techniques will be beneficial. He said that we want to be self-reliant in all the necessary materials and technology regarding Border Security and the hackathon series will go a long way in achieving this goal.

Shri Naidu interacts with trainees at Swarna Bharat Trust, Hyderabad

The Vice President Shri M. Venkaiah Naidu today said that everyone must become a warrior in the movement to protect the environment in the light of the climate crisis the world is going through. “From Panchayat to Parliament, all stakeholders must act proactively in protecting the environment”, he added.

He also stressed the need to act stringently with violators of pollution laws and consider strict enforcement of the ‘Polluter Pays’ principle.

Highlighting the recent disasters such as the flash floods in Himachal Pradesh, landslides in Uttarakhand and heat waves in Canada and the United States, he said they are instances of increasing frequency of extreme weather events due to global warming and climate change. He added that ‘these are tell-tale signs that climate change is real and cannot be wished away.’

Shri Naidu also expressed concern about the recent lightning-related deaths in Uttar Pradesh, Rajasthan and Madhya Pradesh, and noted that the increased lightning strikes (34 per cent more in India during 2020-21 compared to the previous year) are also being linked by scientists to the climate crisis.

Interacting with the trainees at Swarna Bharat Trust, Hyderabad, the Vice President said that in the light of these worrisome trends, it is imperative for us to co-exist harmoniously with nature and protect the environment to ensure the well-being of all. Going forward, the Vice President suggested that it is extremely important to balance our developmental needs with environmental protection. “It cannot be business as usual”, he stressed.

Recalling the importance given to nature in Indian civilisation, the Vice President said that we should act as ‘trustees’ to our natural environment, as Gandhiji advised. He noted India’s commitment to the Paris Climate Agreement, leadership in forging the International Solar Alliance and called for even greater substantive global efforts towards mitigating climate change.

The Vice President also underscored how environment and health are deeply intertwined. “Studies have revealed that spending time in nature lowers blood pressure, reduces stress and enhances emotional well-being. Being close to nature leaves us rejuvenated”, he noted. He called for creating awareness from a young age on the need to live in harmony with nature. “It was also found that children who received outdoor training were more satisfied and emotionally well-balanced. Every school should make outdoor activities like gardening and trekking an integral part of the curriculum”, he emphasized.

Speaking to the young trainees at the Trust, Shri Naidu expressed concern about the increasing cases of myopia among children. He referred to his interaction with experts at the L V Prasad Eye Institute and cautioned that, according to experts, 64 million children living in urban areas in the country are likely to have myopia by 2050 if no anti-myopia measures are initiated soon.

Referring to the experts’ opinion that current digital-ecosystem and the indoor-centric lifestyle were possible reasons for the increasing cases of myopia among children, the Vice President called for implementing the experts’ advice of making outdoor play time of one hour mandatory in all schools.

Addressing the trainees, Shri Naidu suggested that skill development and skill upgradation are necessary in the new job market in the context of the fourth industrial revolution. He noted that the New Education Policy is in tune with these emerging demands of the economy and called upon the industry to join hands with the government to train and upskill the youth. “A skilled workforce is critical to India’s accelerated growth in the coming years”, Shri Naidu observed.

Shri G.N. Rao, founder of LV Prasad Eye Institute, Dr. Prashant Garg, senior ophthalmologist from LV Prasad Eye Institute, Shri Chigurupati Krishna Prasad, President of Swarna Bharat Trust, Shri Bhadrareddy, Treasurer of Mallareddy Educational Institutions, students undergoing training at Swarna Bharat Trust and others were present during the event.

Raksha Mantri Shri Rajnath Singh launched an Artificial Intelligence (AI)-powered grievance management application in New Delhi on July 15, 2021, developed by Ministry of Defence with the help of IIT-Kanpur. Minister of State (Independent Charge) for Personnel, Public Grievances & Pensions Dr Jitendra Singh graced the occasion.

This is the first AI based system developed to improve grievance redressal in the Government. The AI tool developed as part of the initiative has capability to understand the content of the complaint based on the contents therein. As a result, it can identify repeat complaints or spam automatically. Based on the meaning of the complaint, it can categorise complaints of different categories even when key words normally used for such search are not present in the complaint. It enables geographical analysis of complaints in a category including analysis of whether the complaint was adequately addressed or not by the concerned office. Easy user-friendly search enables user to formulate his own queries/categories depending on management requirements and seek performance results based on the query. Given that lakhs of complaints are received on CPGRAMS portal of DARPG, this application will have great use in understanding the nature of complaints, geographies from where they emanate and policy changes which can be introduced to create systemic improvements to address these grievances.

Speaking on the occasion, the Raksha Mantri described the application as a product of good governance, which reflects the growing synergy between the Government and academia. He said this initiative is another citizen centric reform of the Government that aims to empower the people at large.

Shri Rajnath Singh lauded Department of Administrative Reforms & Public Grievances (DARPG) for playing an important role in the reform of the Public Grievances Redressal System, saying that resolving the grievances of people is a great service in itself. He added that the active involvement of reputed institutions like IIT Kanpur will further bolster the system and resolve the grievances of people in a transparent and effective manner.

The Raksha Mantri was briefed that this AI-powered application will automatically handle and analyse the complaints of the people and would reduce human intervention, save time and bring more transparency in their disposal.

A tripartite MoU for the project was signed among Department of Defence, MoD, DARPG and IIT, Kanpur on August 04, 2020.

The release of this application marks the introduction of AI-based innovations into governance and administration. This project is first of its kind initiative of the Government for using AI, data science and Machine Learning techniques in grievance redressal. The success of this project in MoD will pave the way for extension of this application across other Ministries. The MoD and IIT, Kanpur intend to drive their collaboration forward in the coming years, seeking to better leverage the use of AI for the disposal of citizens’ complaints. The web-based application has been jointly developed by Department of Defence, MoD; DARPG and a team of IIT Kanpur comprising of Professors Shalabh, Nisheeth Srivastava and Piyush Rai.

Defence Secretary Dr Ajay Kumar; Additional Secretary, DARPG Shri V Srinivas, Additional Secretary MoD Smt Nivedita Shukla Verma, Director, IIT Kanpur Prof Abhay Karandikar and other senior officials of MoD were present on the launch of the application.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved continuation of the Centrally Sponsored Scheme (CSS) for Development of Infrastructure Facilities for Judiciary for further five years from 01.04.2021 to 31.03.2026 at a total cost of Rs.9000 crore, out of which Central share will be Rs.5357 crore including Rs.50 crore for the Gram Nyayalayas Scheme and their implementationin a Mission Mode through National Mission for Justice Delivery and Legal Reforms.

Several courts are still functioning in rented premises with insufficient space and some in a dilapidated condition without basic amenities.  Lack of residential accommodation to all the judicial officers also adversely affects their working and performance. The present Government has remained sensitive to the needs of providing well equipped judicial infrastructure to subordinate judiciary to facilitate administration of justice in a manner that allows easy access and timely delivery of justice to all.  Adequacy of judicial infrastructure is critical for reduction of pendency and backlog of cases in Courts.

This proposal will help in construction of 3800 court halls and 4000 residential units(both new and ongoing projects) for judicial officers of District and Subordinate Courts, 1450 lawyer halls, 1450 toilets complexes and 3800 digital computer rooms. This will help in improving the functioning and performance of the Judiciary in the country and will be a new step towards building better courts for a new India.

The Cabinet also approved the decision to support the Gram Nyayalayas by proving recurringand non-recurring grants for a period of 5 years with a total outlay of Rs 50 crores. However, funds will be released to the states only after the notified Gram Nyayalayas are operationalised and Nyayadhikaris have been appointed and reported on the Gram Nyayalaya portal of Department of Justice. A review will be undertaken after one year to assess whether Gram Nyayalaya Scheme has successfully achieved its objective of providing speedy and affordable justice to the rural marginalized.

The major activities of the Scheme:

ACentrally Sponsored Scheme (CSS) for Development of Infrastructure Facilities for Judiciary has been in operation since 1993-94.  Adequacy of judicial infrastructure is critical for reduction of pendency and backlog of cases in Courts. Though the primary responsibility of infrastructure development for the subordinate judiciary rests with the State Governments, the Central Government through this CSS augments the resources of the State Governments for construction of court buildings and residential quarters for Judicial Officers (JO) in all the States / UTs. The present proposal provides for additional activities like construction of lawyer halls, toilets complexes and digital computer rooms. This will add to the convenience of lawyers and litigants besides reducing digital divide.

Since the inception of the scheme till 2014, the Central Governmentover 20 years provided only Rs. 3444 croreto the State Governments/Union Territories. In sharp contrast, the present Government during last seven years has sanctioned Rs 5200 croretill date accounting for nearly 60% of the sanction made so far.

The Gram Nyayalayas Act, 2008 that came into force from 2 October 2009was enacted for establishment of Gram Nyayalayas for speedy and easy access to justice system in the rural areas of India. A scheme of central assistance was formulated simultaneously to fund the initial cost in terms of non-recurring expenses for setting up of these courts with the assistance limited to Rs. 18.00 lakhs per Gram Nyayalaya as a one-time measure. Central Government also decided to bear 50% of the recurring expenses of these courts subject to a ceiling of Rs. 3.2 lakhs per court per annum during the first three (3) years of their operations. 13 states have implemented this scheme by notifying 455Gram Nyayalayas out of which 226 are functional. A sum of Rs. 81.53 crore has been sanctioned since the inception of the CSS Scheme.

Implementation of the Scheme from 2021 to 2026

Implementation of the following activities for five years from 01.04.2021 to 31.03.2026 at a total cost of Rs.9000 crore, out of which Central share with an approved outlay of Rs.5357 crore including Rs.50 crore allocated for the Gram Nyayalayas Scheme.

  1. Construction of 3800 court halls and 4000 residential units for Judicial Officers (JO) in all the District and Subordinate Courtsin all the District and Subordinate Courts with an expenditure of Rs.4500 crores.
  2. Construction of 1450 Lawyers’ Halls in all the District and Subordinate Courts with an expenditure of Rs.700 crore.
  3. Construction of 1450 toilet complex in all the District and Subordinate Courts with an expenditure of Rs.47 crore.
  4. Construction of 3800 Digital Computer Rooms in the District and Subordinate Courts with an expenditure of Rs.60 crore.
  5. Operationalisation of Gram Nyayalayas in implementing states with an expenditure of Rs.50 crore.

Monitoring of the Scheme

  1. An on-line monitoring system has been set up by the Department of Justice enabling data collection on progress, completion of court halls and residential units under construction as well as better asset management.

  1. Department of Justice has developed an online monitoring system with technical assistance from ISRO. The upgraded “Nyaya Vikas-2.0” web portal and mobile application is used for monitoring physical and financial progress of CSS judicial infrastructure projects by geo-tagging completed and ongoing projects. Quarterly review meetings are held with the representatives of all States/UTs and High Courts to review the status of implementation of projects.

  1. Regular State level meetings of the Monitoring Committee are held by various High Courts, States with State Chief Secretaries and PWD officials to enable speedy and good construction.

  1. The Gram Nyayalaya Portal helps online monitoring of working of the Gram Nyayalayas by the implementing states.

Benefits from the Scheme

The CSS Scheme will increase the availability of well-equipped Court Halls and Residential Accommodations for Judges / Judicial Officers of District and Subordinate Courts all over the country. The courts are also being provided with better amenities enabling win-win situation for both the judiciary and the lawyers and also to ease of living of common man. Setting up of digital computer rooms will also improve digital capabilities and give impetus to the digitization initiation being pursued as a part of India’s Digital India vision. This will help in improving the overall functioning and performance of the Judiciary. Continued assistance to the Gram Nyayalayas will also give impetus to providing speedy, substantial and affordable justice to the common man at his door step.

Consequent to the landmark judgement of the Hon’ble Supreme Court for grant of Permanent Commission (PC) to Women Officers in Indian Army, a Special Number 5 Selection Board for screening Women Officers for grant of PC was constituted in September 2020 and results were declared in November 2020. Further, in March 2021, the Hon’ble Supreme Court had directed to re-consider some cases of Women Officers who were not granted PC by laying down revised parameters for grant of PC.

The Women Officers were re-considered as per directions of the Hon’ble Supreme Court and fresh results have now been de-classified. Consequently, 147 more Women Officers are being granted PC, taking the total PC granted to 424 out of the 615 officers considered. Results of few Women Officers have been withheld for administrative reasons and awaiting outcome of the clarification petition filed by the UOI in the Hon’ble Supreme Court.

All Women Officers granted PC would undergo special training courses and challenging military assignments to empower them for higher leadership roles in the Indian Army. A batch of 33 Women Officers has already successfully completed the Mid Level Tactical Orientation Course from Army War College Mhow recently.

Further, all Women Officers who were considered in this Special Number 5 Selection Board and not granted PC, will yet be eligible for pension subject to serving for a minimum of 20 years in service. Some Women Officers who have already served for 20 years have been released with pension, while others will be allowed to continue to serve till 20 years and would be released with pension.

PC to Women Officers in junior batches has also commenced from December 2020, in which they are considered for PC in their 10th year of service. With grant of PC, the Women Officers are transcending into an era of gender parity and are gearing up to assume challenging leadership roles, akin to their male counterparts.
